This is a pretty longstanding bug

The fundamental problem is that, as an Instant power, there\'s no way
to turn Deflect on or off. You can dodge that by nesting it into a
construct like Linked Power or Multiple Powers, but it still won\'t
work until you add the following line to the Deflect\'s Eval Rule,
\"validif (activated = 0)\". I don\'t know how to force a power to be
able to be turned on and off. I think this one defaults to not doing
so because it\'s an Instant power (and therefore seldom really needs
to be turned \"on\" or \"off\").
The error messages are also a little confusing (the guy at GR forums
has a PL 10 character with -5 defenses, -3 Toughness, and the powers
are a Force Field 28 and Deflect 16. I suspect this \"character\" is a
starship) with errors saying that Toughness is over by 5 and Deflect
needs to be at -5 ranks, but as I told him, the error reporting gets
wonky at greater than PL * 2 for a trait.
